Cologne Urban Resilience

As a pilot region,  Cologne was subjected to flood, earthquake and heat risks and its capacity based on social vulnerability and infrastructure availability was analysed in detail.

Integrated disaster risk management dashboard for municipalities

To facilitate information about disaster readiness and management capacities, a tailored dashboard has been developed to house all relevant information for easy communication.

This project developed an Integrated Disaster Risk Management (IDRM) approach and toolbox to enhance urban resilience against multi-hazard events. The methodology combines quantitative risk assessments with qualitative governance scorecards, creating a localized, dynamic tool that directly aligns urban policy with the global priorities of the Sendai Framework for Disaster Risk Reduction (SFDRR). Tested and implemented in vulnerable urban centers like Amman, Jordan, the project bridges the gap between high-level international disaster reduction standards and complex local disaster preparedness.

Project Highlights

  • Unified IDRM Framework: The project designed a comprehensive framework combining a quantitative Urban Disaster Risk Index with a qualitative Disaster Risk Management Index (DRMI) scorecard. This framework utilizes participatory approaches and multi-stakeholder engagement to benchmark urban disaster risk.
  • Sendai Framework Integration: The IDRM criteria were carefully aligned with the Sendai Framework’s four key priorities and the UNDRR LG-SAT Scorecard. This ensures that international standards for understanding risk, strengthening governance, and enhancing preparedness are adapted to unique community challenges.
  • Multi-Hazard Systemic Modeling: The approach features a multi-hazard risk concept that interconnects primary perils (like earthquakes) with secondary hazards and cascading impacts on critical infrastructure. It also includes specialized models, such as the Automated Weighted Access Road Identification (AWARI) model, to assess road blockages and post-disaster accessibility.
  • Interactive Dashboards and Audits: The team developed a prototype “Information for Disaster Response” Dashboard that aggregates demographic data, critical infrastructure locations, and hazard zones for decision-makers. The project also adapted specific resilience audits for distinct facilities, such as hotel evacuation readiness and hospital resilience assessments.
